My WiFi connection is unavailable away from my router, new iPhone & could not transfer from my old iPhone so settings were all defaulted from new iPhone 11, unlocked

Get a Reliable Location, then Use Quick Start:
When transferring, this is the link to use: Use Quick Start to Transfer Data to a New iPhone or iPad - Apple Support. So, reset your new iPhone to factory settings, and then perform Quick Start transfer.
