I would like to back up all my photos from my mac book pro to my external hard drive and delete them off my mac book pro to give me more space. What is the best way to do that?

For backups with Time Machine, read Back up your files with Time Machine on Mac - Apple Support. However, as Grant Bennet-Alder wrote if you want to back up those photos then do not delete them from your Mac. Be sure you understand the difference before deciding what to do.

what you are describing is not a backup. It is moving your photos to an external drive, where the primary copy will be located on that external drive.
You still need a backup copy for when that external drive decides to quit working.

Try to copy Photos library to external drive then start up Photos app with option + click Photos app and select external Photos library as main library.
