I’m trying to download photos from my camera onto my mac from an SD card, but it keeps saying I don’t have enough storage on my Mac to download them. I pay for extra iCloud storage because I have so many photos, but for some reason even though I have the iCloud storage open, I cant download new photos.

To be able to download the photos on your Mac you need first sufficient storage on your mac to hold the additional photos.
The cloud storage does not extend the storage of your mac. When you import photos they will be both in iCloud and on your Mac, unless you enable "Optimize Mac Storage".
What are your settings for iCloud Photos in Photos?
Is iCloud Photos enabled in the Photos > Settings > iCloud? And did you also enable the checkmark for "Optimize Mac Storage"? Without this checkmark Photos cannot remove high resolution originals from yor Mac and keep them only in iCloud to free storage.
