can I use the same Apple ID but not transferring all data to new phone ? How to don, Uses as a new phone but with the same Apple ID ?

You could just simply sign into the new iPhone and go through the setup procedure. When it asks if you wish to enable iCloud, say no or be selective of which services you wish to use. That's how most data is transferred from one device to another so even if the data from the other device is in iCloud, if you say no, it won't transfer to the new one.
