New contacts added to my iPhone are not being added to iCloud

I've read a number of solutions about this, and none of them seem to work for this particular situation. I started using Contacts way back when, on an older MacBook Air, and I had created a number of Groups. I still have that Air, but my main user of Contacts is my iPhone. And I have figured that these Groups (Lists) include All Contacts, Exchange and All iCloud. All Contacts number 323, and All iCloud number 311. And it seems that all the contacts I have been adding on my phone are not being added to the All iCloud list, and are therefore not updating iCloud, which I can tell by looking at the contacts in iCloud for one I just added. I have tried turning off iCloud back for Contacts while keeping them on my phone, shutting off my phone, then restarting and merging, but this doesn't help.

Any advice here? I've tried going back onto my old Mac Air and looking at my original Groups - I've eliminated a number of them since they just seemed confusing. But I need to make sure all the contacts I'm adding on my phone are backed up and kept up to date my other devices. Thanks!

I have this same issue. Not sure what iOS your instructions cite, but I don't see "Default Account" under Contacts.

My instructions are accurate probably for at least the last 5 versions of iOS, if not further.

If you don't see a "Default Account", it may mean you only have one account on you phone. Go to Settings>Contacts>Accounts. How many do you see there?
