Bluetooth mouse detected but cannot be connected. When trying to open Mouse settings I'm getting "You can’t open the “Mouse” settings pane because it is not available to you at this time"

If the mouse has rechargeable batteries try plugging it in with its charging USB cable and then unplug it. See if that will trigger connection.
