Photos

My phone is overflowed with photos and I need to delete most of them. I do have HP computer and it’s seems like they are all there,but whenever I delete some photos it’s says it will delete from iCloud as well.I want to make sure all my photos are safe and wanted to copy it to hard drive as well,but don’t know how to do it too.

Can you tell me please if I m deleting photos from iPhone if it’s deleted from my iCloud and computer as well ,since its connected?
