Again, how are you trying to do this? And yes of course you can delete items from your iPhone. So, until you explain the steps you're taking, and where they fail, we can't help. Remember we can't see your devices nor read your mind.
If the Apple Devices program on Windows functions, as I suspect, the way iTunes once did and Finder does now on Macs for "pushing" photos onto iPhones, the only way to remove any of those photos from the iPhone is to repeat the "push" process omitting the ones you don't want to be on the phone any longer.
The operational model made sense when computers running iTunes were pushing music and photos to dumb devices like iPods. It doesn't match some modern expectations on devices that are orders of magnitude more powerful than the old main computers.
Solved the problem. You need to go to "Settings" - Find the settings of the "Photos" application, then turn on iCloud Photos, then it offers to delete all photos and videos that were synchronized with the PC. Profit!

Yes, enabling iCloud Photos will offer to delete PC-synced photos and videos, because those two synchronization methods are incompatible. I would have suggested that method, but iCloud Photos comes with its own consequences and considerations.
