can't add contact
When manually entering a new contact, MacOS 13.4.1 kicks me out of the add new contact window and back to the search page.
Adding from the mail app works fine.
iMac 24″, macOS 13.4

You could try disabling Contacts in iCloud... and compare you results
or sign out of AppleID/iCloud and back in again.
