Restore is always from a Backup.

If you need to restore then you must have a previous backup to restore your device from.

The "update" is to update iOS on the device. It is recommended that you need to take a backup before you update.

It may seem a bit confusing but to put in short

  • Backup before an iOS update is recommended
  • Restore uses a backup.
