iTunes 12.12.9.4 (Windows 10) freezes when I connect my iPhones or iPads

Hadn't sync'd my iPhone for a while, and wanted to do so a week or two ago.

iTunes 12.12.9.4 (Windows 10) freezes when I connect my iPhones (8 and 6) or iPads (7 and 9). I have to use Task Manager to close iTunes.

I've reinstalled iTunes and reauthorized my computer.

I don't know if this version has ever worked with an iDevice, as I don't recall when I allowed it to update.

Most perturbing. A solution would be appreciated.
