.ics won't open in outlook even though it's set to default calendar

I am trying to figure out why I cannot have my downloaded .ics files open directly in Outlook. I have already set Outlook as my default calendar in Calendar > Settings > General > Default Calendar, which is supposed to fix this issue. The .ics files are being downloaded from a chrome browser, but are being opened from the Downloads folder, so why isn't the system honoring my Default Calendar setting?

OS: Ventura 13.2.1

Chroms Version: 114.0.5735.106

To clarify, do they open in Mac Mail?

Also, the current version of Ventura is 13.4.1. We'd recommend taking a moment to update, confirm your calendar app preference, and then test the issue again.
