My 911 address is assigned where my driveway meets the public road, over a quarter mile from the house. There is no way to associate a geolocation with the location of the Home, so Apple Home never really knows whether I am home or away, so all of the Automations and notification settings that rely on home/away status are very unreliable.

That's a great question about your situation. Looking through the Home app and automations does say "Create an automation
If you set up a home hub, you can trigger an accessory or scene based on the time of day, your location, sensor detection, and more. Create an automation that triggers your "I'm Here" scene when someone in your family arrives home."
We'd advise to contact Apple Support so they can look into the factors which determine home arrival, and perhaps have a solution for you.
