Creating an iCloud email

Can someone please tell me why I can't make an iCloud email on my iPhone or Macbook from settings? On my Macbook, it doesn't do anything when I click confirm, while on my iPhone, it says - "[500] Something went wrong. Please try again."

iPhone 13 Pro, iOS 17
