If you're seeing a padlock and boxes to enter a numeric PIN, you have set a firmware passcode. You MUST have the passcode to proceed. If you don't remember it, you will need to take it to Apple along with the original proof of purchase for the device to have the firmware lock removed. It's an anti-theft feature.

That latter detail may be relevant. Are you encountering a password field prepopulated with the letters PIN in grey? That might change the answer.

To add to the others' answers, try toggling the Caps Lock key. The Caps Lock LED has been known to occasionally indicate an incorrect state upon startup. So does the ⇧ icon in the password field. Press Caps Lock (once), disregard its LED and the ⇧ icon, and type the password you know is correct.

You use the correct password, as opposed to the one you apparently think is correct.
