Credit card verification fails when creating child account

Hi, I'm trying to create a child account on iPhone (iOS 16.6) and get stuck when verifying I'm an adult.

I enter the correct CVC code for the credit card and then I enter the password for my appleID. (all according to: Create an Apple ID for your childAppleOfficial Apple Support › en-us)


After this I get a message stating that "European law requires some transactions to be authenticated by the bank" and when I click 'continue' I get "There was an error. Please try again later"

Sometimes I even get to verify the transaction using my electronic ID before I get the same error message "There was an error, please try again later"


I have tried to wait and making a new attempt


I have tried changing from Wi-fi to cellular network to no avail


On MacOS (Ventura 13.4) the experience is even worse, When I get the message about European law I click continue and then Safari opens a URL (shortened below):

Which ends the process..
