ScreenTime does not limit entertainment apps like YouTube or Discord

I have read from multiple users having the same problem: When I use my child's Screentime , Downtime and App limits do not limit entertainment apps like YouTube or Discord. This seems like some type of hack that prevents it, because other apps are successfully limited. I have updated, uninstalled and reinstalled YouTube. I have deleted and recreated the app limits. I have turned the phone off and rebooted it. Any other ideas?
