Preview App jumps back to the 1st page of PDFs

When viewing PDFs, every time I bring the Preview app to the front / make it active, it jumps back to the first page of the document. It's unusable. Even with the Preview app in the background I can conveniently scroll pages in preview by mousing over it (without clicking in it to make it active) and scrolling around the document. But as soon as I click into Preview it zips right back up to the top of the document. This is on a brand new M2 Studio (96gb, 2tb) running OS 13.4.

I see exactly the same behavior under Sonoma 14.3.1 (latest version) and with all PDF files produced by TeX (pdflatex). This is new behavior and I agree it makes Preview almost unusable when editing a paper. It is clearly a major bug and needs to be fixed.

BTW clicking on the page number at the top of the preview window *should* be a workaround, but that doesn't work either.

Alright, here's more info: this is not happening with every PDF. So far I'm seeing it will PDFs generated from Adobe Indesign (Mac, Indesign 18.1) that a client is sharing with me (and which due to NDA I cannot share.) I've tried to replicate this by creating my own super-simple PDFs in Indesign (18.3) and my PDFs do not exhibit the same, annoying behavior. I wonder if there's some PDF property or option I can share with my client to avoid this, and if there's anything that can be done on the Preview side. I've updated to 13.4.1 and I'm still experiencing the same behavior in Preview from these particular files.
