When trying to download the newest software update it’s saying that the download is paused until wifi is connected. Wi-Fi I connected on both and I’m not sure how to resume download

Check your iPhone's WiFi and internet connection because the download is first to the phone. Most times it will only work over WiFi (newer versions might ask if you want to use cellular data). There is a trap for the unwary here if your internet via WiFi falls over, because most phone functions will continue over cellular but NOT the software downloads.
Also make certain you meet the requirement for the watch to have charger power, and the watch battery >50% charged.
