Macbook Pro M1 Pro or Max HDMI is only 2.0 version it mean that it can not output 4k 120hz signal, it can only output 4K 60hz even if your cable or monitor support 4k 120hz
Your laptop's technical specifications don't say anything about support for 120 Hz. They only mention 60 Hz. Maybe your laptop and monitor are choosing a lowest common denominator (60 Hz)?
