Unfortunately, I believe the last supported watchOS version for the Apple Watch Series 3 was watchOS 8. You can scroll to the bottom of - watchOS 10 Preview - Apple - and see the Apple Watch Series 3 is not supported for watchOS 10. However, I believe watchOS 9 also doesn't support the Apple Watch Series 3, but I could be mistaken.
If you'd like watchOS 10, you'd need to buy a newer model.
