How to get my original iCloud pictures and videos back on my Phone

Hello, I've been struggling for the past few days with this topic and searched all over for a solution but couldn't find one so im trying my luck here.

I've recently switched from my IPhone 11 (268 GB) to an IPhone 14 Pro Max (1TB) because I wanted more storage.

I had quite a lot of pictures on my old phone and kept getting a notification about full storage so I deleted alot of pictures and videos. One day my old phone ''restarted'' and a lot of pictures and videos went missing, however I still saw on icloud.com that they were saved on icloud.

Now after setting up the new phone, I was hoping for the missing photos and videos to reload onto my Camera Roll, but my Icloud wouldn't sync since my icloud storage was full. So I updated my icloud storage to 2TB for it to sync my missing Data. Its been syncing for the last 2 days. Sometimes it'll stop because its not charging but i really dont want to keep it charging while the Battery itself is full.

My IPhone 11 says that there is 3.280 Photos and 982 Videos in my Icloud. On the Phone itself theres only 853 that I can see on the Photos App. Now on the new phone it says that there are 3.277 Photos and 966 Videos on Icloud (its the same Apple ID) and on app it says 1.217 photos and 405 videos.

How do I get all of the Original Photos (from icloud) back in my Camera Roll? should I keep the sync on?

I was planning on downgrading the Icloud Storage back to 200 GB once all the Pictures and Videos have been recovered on my phone.

If someone know a solution to this i would be very greatful! Ive been trying everything from iTunes to backing up my Icloud data to zip files to upgrading my Icloud storage.

Also really sorry for the long explanation.

You should keep your devices plugged in and charging so that the sync process kicks off. You should not turn on/off iCloud sync. Once your photos have all been transferred, you can elect to turn off iCloud sync if you no longer wish to use it to sync across devices.
