Noise Cancellation with One AirPod not working.

We'd recommend making sure your paired iPhone is fully updated as outlined in the article below:

Once updated, the next time you go to sleep, put both your AirPods case with them in it and your iPhone onto the charger near each other. The firmware for your AirPods should then update overnight if one is needed.

After that, if the option for Noise Cancellation with one AirPod under Settings > Accessibility > AirPods won't turn on or keeps turning off, we'd advise contacting Apple Support directly for a closer look.

I can see you are wanted to make both of your AirPods “sound loud”. I think there might be a way to get what you are looking for but can I ask are you wanting the music that are playing the buds to sound louder such as music playing in Apple Music or an Apple TV show or are you wanting to hear outside environmental noise louder such as cars driving by or birds chirping? Also, what type of AirPods are you using if you aren’t sure you can see them under settings.
