I have two smart tvs in different rooms with the Apple TV app. I want to purchase a movie and watch it simultaneously on both tvs, is there a way to do that with SharePlay or airplay?

Users can stream video using AirPlay to one device at a time.
Users can SharePlay between different users, i.e. for devices registered to different Apple ID accounts. You can’t FaceTime to yourself.
There is no method to keep sync on your own devices for starting two identical streams as much as possible at the same time.
There will be sync when using an external streaming device and an HDMI splitter to connect to each TV from there.

I think what you are trying to do may not be supported by DRM. However if you just want to show the same content on multiple TVs in different locations, then you need a digital signage software solution, where you can sync your TVs to the same account, configure content to be display via a CRM or dashboard and it will sync it across all connected TVs.
