Apple's online webpage lists what you need to enroll:

Before You Enroll - Apple Developer Program

The first thing you need, according to the above article:

"Enrolling as an Individual


If you are an individual or sole proprietor/single person business,

get started by signing in with your Apple ID with two-factor authentication turned on.

You’ll need to provide basic personal information, including your legal name and address."

For enrolling via the app:

Enrolling and Verifying Your Identity in the Apple Developer App - Support - Apple Developer

says:

"While the Apple Developer app is available in regions supported by the App Store, enrollment may not be supported in certain regions, for example due to sanctions or other restrictions."
