If you mean the Apple Developer Program then probably not, depending on where you are.
At the Become a member - Apple Developer Program page Apple says you need to be of the legal age* of majority in your region
However, the asterisk in that sentence above refers to the note at the foot of the page which says that *If you’re under the age of majority in your region, your parent/guardian can enroll with their Apple Account and share their account with you. To learn more, contact us.
