According to MacTracker, a MacBook Air (11-inch, Mid 2013) can be upgraded all the way to Big Sur. The App Store normally hides everything but the latest version of the OS. To get older versions, visit this site:

Note that Catalina and later will not run 32-bit applications. But – for the next few months – Big Sur will have the advantage of being one of the most recent three major releases. (There are some software vendors, like Adobe, who use "one of the last three major releases" as their system requirements cut-off point.)
