Hello,
I have a MacBook Air 11-inch 2014 with OS X 10.9.5 installed, and
unfortunately, due to security policies, practically nothing works. I
can't install applications from the App Store or browse the internet.
In the updates, I don't see anything. Is there any way to do it manually?
I've tried various solutions from the internet, but none of them work.
Please help me.

What security policies?
Is this laptop being managed by a school or employer?
Is this a used laptop you just purchased? Or did you buy this laptop new and you installed or setup these security policies?

Back up your data, check the application compatibility table, click here, and then on the download link for a more-recent OS; that model's maximum one is Big Sur. They're full-version upgrades and won't appear in the Updates list.
Catalina and above won't run 32-bit software; if you choose one of them, use Go64 as well.
