Why is my iCloud storage still full and not synching after I deleted a ton of things from my iPhone?

my daughter has the same problem - I personally have a the feeling iCloud is set up to sell storage and does not allow the user to manage the storage - like the rest of the Apple universe : making more money by selling you more stuff is the primary objective ... endless stream of reminder that icloud is out of storage even if you sync all the photos with one drive or any other cloud storage tool - it s a pain in the b^%$tt
Downgrade the storage plan to free 5GB Downgrade or cancel your iCloud+ plan - Apple Support
I don’t get an option to down grade or cancel. After I click storage plan and it shows me 5g of of 5g is used, the only option is to upgrade to iCloud+
