Do Two admin users share one user library?

I just added a second admin user to my 2014 MacBook Pro running Big Sur. I can see all the installed software in both accounts which is what I expected as the software is installed for all users. I expected there to be one user library that both users accessed and that seems to be the case. However, one important folder in the group containers folder appears different when accessed by each user. This stops my software from working properly. Can someone explain how this could happen. Am I not unmderstanding the way that the user library is shared between two admin users. Really would apprecoate the help.

The library in the home folder isn't shared between them.

The library at the top level of the drive is.

To check which one you're looking at, Command-click its name in the window title bar.
