Looking for PDF app that can turn existing PDFs into fillable forms to email to clients

No subscription apps, just looking for a one-time pay app that does this. Lots of options on the App store, but want one that does a great job. Thanks for any suggestions.

Preview.app is the default however, it is not a dedicated and true PDF editor...
