if it is a sync issue sign out of AppleID/iCloud and back in again

My crystal ball is broken, so I will just have to suggest some things to check.

If the Library is on an external drive, is it formatted HFS+ or APFS--no other format will work with Photos.

Is your Library set as the System library in the Photos settings?

Are you signed in with the same AppleID on all systems?

Assuming all of that is set correctly, I would do as leroydouglas suggested and disable iCloud Photos, then re-enable. If that doesn't work, sign out of iCloud and back in.
