I read PCIe 4, not five.
There is also a huge expansion chassis that can fit in the faster (bottom two) slots. In the 2023 model, those two slots are not already full of graphics cards.

I've been waiting to replace my current 2010 Mac Pro but I am on the edge because of expandibility/integration concerns. I have upgraded the Bluetooth, the WiFi, the memory, the graphics cards, the CPU, the USB and generations of DASD on the 2010. I have had the money and have been waiting almost 2 years for a new Mac Pro. This alleviates one concern I have (16TB of SATA SSD) though still hesitant because I am unsure how it will handle new technology - known and unknown -like PCI 5, new communications protocols, advanced graphics capabilities, specialized cards, etc. I hate to wait but maybe answers will be upcoming in the next few months.

Yes, that unit goes at the top of the PCIe slot area. There is space for it in the 2019 model, and it looks like the same space in the new model.
