An iPad 2, iPad 3, or iPad mini 1 isn't capable of 10 or above; they require an A6 or better CPU. To install 9.3.5 or 9.3.6, use a computer or the Software Update function in Settings.
If you're referring to the iPad Air listed below your post, it can be updated to 12.5.7, 15.7.6, or 16.5 the same way.
