I lost my ipad and the icloud find attempt failed. Should I mark it as lost?

Why my lost iphone is removed from my icloud? So my Iphone was snatched two days ago, I did all the necessary step like reporting to local authorities. Also I activated “lost my iphone” option my Find my phone app. There was no location shown for my lost (Iphone 11 pro) on the application. But interesting thing happened, i got a text message from icloud support that my lost device is located. This is the message I received “ Security Alert, Your lost iPhone 11 Pro has been Iocated. Check Iocation at: icloud.losts-alarts.us/VBl Apple Support” Now when i login to my find my iphone app, my lost device is removed? Why is that? And there is no location showed? What do I do next when find my iPhone found my iPhone 11, secure lock it but the location went off? My iPhone 11 was stolen and I accessed my iCloud on my friend's phone to find my iPhone and put it in lost mode. Several hours later I checked again and saw that my device was found and placed in lost mode 30mins from where my stolen laptop's last known location was. But now the location is off and since then I am not getting any updates as it seems the thief has either wiped the device or turned it off so that I cannot track it. The last location was around where they have multiple stores selling phones and laptops. I read that iPhone 11 can still be located when the device is off but that is not the case for mine. Any idea what I can do now?

Here is Apple’s advice for lost or stolen devices:

If your iPhone, iPad or iPod touch is lost or stolen – Apple Support

Use the Find My app to locate a lost or stolen device – Apple Support

If the Find My iPad feature was enabled prior to it being “misplaced”, then if active, you would stand a good chance of locating it.

However, if the feature was not activated prior to being misplaced - or the iPad has been inactive for more than 24 hours, the last known location will not be available - and the opportunity to use technical means to recover the iPad may have been lost.

The only way to find a device is by using FindMy iCloud.com/find. See If your iPhone, iPad, or iPod touch is lost or stolen - Apple Support
