Until Apple fixes what is a known problem with Ventura 13.4, the only option is to save/convert videos at a lower frame rate. You can convert them with Handbrake.

After this bad experience I have learned not to trust updates and to read the forum before updating.

I wouldn’t recommend using beta software on your production machine. You may have to wait until 13.5 is released.
Suggested advice. Don’t install updates right away on your production machine lest you wind up behind the eight ball. Delay updating until you see what others are reporting and if any show stopping bugs rear their ugly heads.

Yes, I'm converting the videos with HandBrake and it's working for me, even at the same framerate, although if I try to convert them with the same 10bit 4:2:2 color depth it still gives me problems.
