I'm going to assume you purchased a used iPhone. And if that is the case, you've likely been scammed. Unless the person who is tied to the phone removes the phone from their account, you have totally wasted your money on a useless, you can never use iPhone. No one can help you but them. And since most people who buy used iPhone's from less than credible sources, wind up with a stolen iPhone, it's useless forever.

Try to get your money back. If you can't get your money back, recycle the device responsibly and learn from this.

You didn't answer my question. DID you buy a used iPhone? If you did, you MUST know the Apple ID and Password used on the phone. If you don't know it, you have a useless device, which we can't help you erase and Apple won't help you erase.
