How have you been using iCloud? And when and how did you delete the photos? I take it, you have already checked your Recently Deleted album? It is the only safety line offered by Photos and iCloud Photos.

  • If you have been using iCloud Photos, deleting the photos from Photos will also have deleted them from the iCloud Photos Library, and the iCloud backup does not include the photos either. You will have to use your backups you made on a computer, as razmee209 explained.
  • If you have not been using iCloud Photos,an iCloud backup of your iPhone you made while the photos have still been on your iPhone will include your photos and you can recover the photos by restoring the iPhone from this backup. Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
  • If you recently enabled the Shared iCloud Photos Library your iPhone will have saved a snapshot of all photos you had in your personal Photos Library. This snapshot is stored in icloud for ninety days after you enabled the Shared iCloud Photos Library. You can access the photos at www.icloud.com in the Photos.app. Open your personal iCloud webpage at www.icloud.com on a computer and check, if there are still photos to recover.
