My AppleTV Siri Remote does not power on my Panasonic TV. I must use the Pan. Remote and press its red button after the Apple TV is on. The Siri Remote does power off both Pan. TV and Apple TV and does control volume on the Pan TV.

The Panasonic Menu didn’t call it CEC,
Some brands have their own trade name for it. I think Panasonic may have called it VIERA Link, HDAVI Control, and EZ-Sync in the past.
but there was a setting that referred to Power On by connected devices. Change it to Yes, and problem solved.
