Xcode 14.3.1 is available (for free) in the App Store. (The useful and development-related Swift Playgrounds app, too.)


To download Xcode and other resources and tools directly from the Apple Developer website (and older tool versions, such as Xcode 14.2), you will need to be enrolled in the developer program.

I don’t know off-hand if the free tier can get access to older tool versions. Paid tier can.

If you are presently enrolled in the developer program and still cannot gain access to the developer beta, then contact Developer Support: Support - Apple Developer


To run the beta, you will first want a spare iPhone and a separate Apple ID, as you will not want to run any beta with an iPhone you need to work, or with any data you need available and correct, or with any third-party apps you need to work, or with any iCloud data you need available and correct. This all may be routine to you, of course.


If you can’t wipe your iPhone and wipe your iCloud without restoring, you do not want to be running a beta.


And have a backup (and kept!) prior to installing the beta, if the device contains any data of value.

Are you located in a country or region where Apple does business?


You'll also need an Apple ID that is an email address and not a mobile telephone number, and no add-on first-few-hops VPN client apps, and the current iOS or iPadOS version and current Developer app version.
