A new Visa gift card cannot be verified on my payment list

i am trying to add a new visa gift card to my payment list but no matter what I do, it says that it cannot be verified. I’ve used it before so i know it works. I’ve tried some things on here that were requested and none of them have worked. This problem is the same on my phone and my iPad both from apple. I am using the i phone 13 and the 10th generation i pad. They are not old, so I don’t understand why it isn’t working. I always add cards and pay for things and it works so I don’t know what to do. I really need to pay for something, so please help me out!!
