Unable to download update on iPhone 12, v16.4.1

I cannot see an indication that the phone is connected to a cellular network. The update will not proceed unless the phone is connected to your carrier's signal.

You should see signal strength "bars" next to the Wi-Fi symbol that indicate the strength of the cellular connection.

iPhone 14 Pro

You cannot pick and choose an iOS version. What you get is Settings > General > Software update > [All options are available here]

You can only update to iOS 16.5.

Is there a message that appears when you try to update the software?

A screenshot would be really helpful, if possible.

Does it have to be connected to WiFi and cellular? It didn’t work connected to just cellular
