How do I separate raw+jpeg in Apple Photos on iPad

I cannot even switch between the RAW and the JPEG version on the iPad or iPhone. When I sync a RAW & JPEG pair with iCloud Photos to the iPad (with the RAW selected as the original), the iOS device is only using the JPEG.
Perhaps there is a third-party app that can split the pair.

Based on what you've shared it sounds like your Photos library may have different formats of images. We recommend reviewing the following page for information about devices able to take photos in RAW here: About Apple ProRAW - Apple Support
On supported devices you can take these steps.
Turn on ProRAW
To take photos with ProRAW, go to Settings > Camera > Formats, then turn on Apple ProRAW under Photo Capture. To take a ProRAW photo, tap RAWin the Camera app, then take your shot.
If you turn off RAW in the Camera app, the format of the photo defaults to the format you set under Camera Capture in Settings > Camera > Formats: either High Efficiency (HEIF format) or Most Compatible (JPEG).

Lightroom for iPad can separate them but I was hoping for either Apple Photos or Affinity Photo.
I don't believe it's possible to separate raw/jpeg pairs on iOS, but you might do better asking on the iOS or iPad forums.
You might also consider why you would actually shoot raw/jpeg pairs, and they're pretty much intended for pros shooting news and sports, where time is of the essence.
