Parental Controls: time limit texts, but open limit for Specific Contacts?

I have my child's phone set for Downtime each evening with the ability for him to text specific contacts during downtime (in case he needs to get ahold of his mom or me). But I also want to limit the amount of time per day he has to text his friends, while still having the ability to text his mom or me without limit. Is there a way to accomplish both of these things?

It seems that if I set an app limit for texting, there is no option for "texting is turned off, except for these people." Am I correct?

Thanks in advance for your help!

Hello Zombie Esq,

Thanks for choosing the Apple Support Communities. It sounds like you would like a feature that would restrict texting, but allow specific contacts.

According to Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support

It looks like you can make yourselves emergency contacts to allow contact with you two.

Communication Limits
communication limits
Control who your children can communicate with throughout the day and during downtime. These limits apply to Phone, FaceTime, Messages, and iCloud contacts. This is also where you can decide and manage which contacts are available on an Apple Watch paired through Family Setup. Communication to known emergency numbers identified by your iPhone or Apple Watch cellular carrier is always allowed. You need to have your iCloud contacts enabled to use this feature.

We hope this helps.

Cheers!
