No images in Safari 14

I am using Mac OS Mojave (10.14.06). Lately I can't view images on many webpages—instead I get the blue box with a question mark. I've tried all the suggested solutions that I can find but none of them work, I still do not see the images—even when in Reader view. Today it was on webmd.com, a site that I visit frequently. I can see the images if I use FireFox as a browser, but not Safari. Please do not tell me to switch browsers and please do not tell me to upgrade beyond Mojave (I have too many 32-bit programs, several of which cannot be upgraded to 64-bit.

We see you're having some issues with images on websites on your Mac. To double-check a few points, it sounds like this is happening with select websites, and it sounds like it might be intermittent as to when it occurs. Is that right?


Depending on the steps you tried already, it might be best to boot your Mac into safe mode and test. This will run a basic disk check and then prevents a number of items from loading on startup, so it's a good step to narrow things down. Here's how: Start up your Mac in safe mode - Apple Support


Once you reach safe mode, test out a few of the affected websites to see if there's a difference. Then click Apple menu () > Restart to get back to normal. Let us know the results, or check the link above for additional steps you can take depending on how it goes in safe mode.

Next, we recommend going through the following Safari specific troubleshooting steps, that often resolve issues where a page or content on a page isn't loading completely or correctly:


Reload the page
From the menu bar in Safari, choose View > Reload Page. Or press Command-R.
If Safari doesn't reload the page, quit Safari, then try again. If Safari doesn't quit, you can press Option-Command-Esc to force Safari to quit.
If Safari automatically reopens unwanted pages, quit Safari, then press and hold the Shift key while opening Safari. Learn how to control which windows Safari automatically reopens.

Install software updates and restart
Update macOS, which can include updates for Safari. If your Mac didn't restart automatically, choose Apple menu  > Restart. Some important background updates take effect only after restarting.

Check Safari extensions
If you installed any Safari extensions, turn extensions off. From the menu bar in Safari, choose Safari > Settings (or Preferences). Click Extensions, then deselect each extension to turn it off. Learn more about Safari extensions.
If you find that an extension is causing the issue, make sure that the extension is up to date.

Test with a private window 
A website can store cookies, caches, and other data on your Mac, and issues with that data can affect your use of the website. To prevent the website from using that data, view it in a private window: From the menu bar in Safari, choose File > New Private Window, or press Shift-Command-N.
If that works, use the following steps to remove the website's data, including its caches and cookies. The website can then create new data as needed. If it's a website that you sign in to, make sure that you know your sign-in information before continuing.

1. Choose Safari > Settings (or Preferences), then click Privacy.
2. Click Manage Website Data.
3. Select the affected website from the list shown.
4. Click Remove.
5. Click Done.
6. Open the website again in a non-private browser window.

Check Safari settings
The webpage might not be compatible with one or more browser settings, which you can turn on or off as needed. From the menu bar in Safari, choose Safari > Settings (or Preferences). Then click Websites, Privacy, or Security to access these settings:
* Privacy settings. These settings apply to all websites. For example, a website might require that you allow cross-site tracking, show your IP address, or allow cookies.
* Security settings. These settings apply to all websites. For example, a website might require that you enable JavaScript.
* Websites settings. These settings can be configured for specific websites. For example, a website might require that you allow pop-up windows, allow downloads, allow access to your camera or microphone, or turn off content blockers.

Check iCloud Private Relay
If you subscribe to iCloud+ and are using its Private Relay feature, try reloading the page without Private Relay: From the menu bar in Safari, choose View > Reload and Show IP Address. This menu item appears only when Private Relay is turned on for your network. Learn more about iCloud Private Relay.

Check VPN or other security software
If you installed VPN or other software that monitors or interacts with your network connections, that software could affect your use of the website or the internet. Learn about network issues related to VPN and other software

Check network settings
Certain network settings, such as custom proxy settings or custom DNS settings, can affect access to content on the internet. Even if you haven't changed these or other network settings yourself, you might have installed software that changed them for you. 
To find out whether the issue is with the network settings on your Mac, try viewing the page from a different web browser or different device on the same network. Or reset your network settings by setting up a new network location on your Mac.
If the issue affects other devices and web browsers on the same network, the issue is probably with the website, and you should contact the website developer for help.

One more isolation test then. Since the issue continued in safe mode, we’d like to see what happens if you test this in a new user account. This will show us if the issue is with your account alone or if it’s system-wide.


In case you need, here’s how to create new user: Add a user or group on Mac - Apple Support


Once the new account is set up, log out of your own account then into the new one and test the issue.


If it isn’t happening in the new user account, log out of it and back into yours. Once there, see if the issue’s related to your login items. You’ll want to make a list before beginning to re-add them back when finished. Here’s how to test your login items: If your Mac has a blue screen or other startup problems - Apple Support

I restarted in Safe Mode. I had the same issue that I've been having: images are not showing in Safari (instead get the blue box with a question mark), on several sites but not all sites. Could this have anything to do with expired certificates? This is a relatively recent issue—something must be triggering this response. How can I tell if the images that should be showing have an incomplete code—I read somewhere that the "html" part of the code might be missing.

Thank you for the response—I've tried to cover each of your comments in the same order:


I have tried reloading the page and nothing changes. 


 I have updated my Mac for my version (Mojave) and believe that I have the latest update; I do not want to upgrade the OS since this is the last OS that 32-bit programs will work on


I have not added any extensions to Safari.


I have tested with a Private Window—no change


The website that I am using for testing is “https://webmd.com” and   I have deleted all history for the site, cleared all cookies and most caches.


I do not subscribe to iCloud.


No VPN.


I have not changed proxy nor DNS settings—don’t know if any have been changed for me.


As to Network settings, testing with a different browser and the sites work just fine, all images show (I have tested with FireFox and Opera)—the only browser that presents a problem is Safari.
