When setting-up a new device, you will need to sign-in with a valid AppleID - this being required to initially “activate” the device. Most users will use the same AppleID account for all their devices, as this allows paid Apps, media and Apple Services to be used with all devices that are signed-in with the same AppleID.
You can of course create and use a different AppleID should you choose to do so - as the setup process provides opportunity to create a new AppleID account if required.
