I have a late 2010 MacBook Air. I was able to successfully erase the HD through recovery but now I’m not able to reinstall High Sierra. I’ve tried for several days with the continuous error of “the recovery server could not be contacted.”
My date and time is correct. My internet connection is active and accessible. I’ve tried everything I can.

Try to restart your Mac, but this time press and hold Option-Command-R. This starts your Mac into Internet Recovery mode.
From Internet Recovery mode, proceed to reinstall macOS: How to reinstall macOS - Apple Support.

To understand your situation better, I'd like to ask a few questions first.

So when I do that, nothing happens lol. In fact it just flashes this icon and the apple icon but nothing ever changes.
I am using command R. And sadly no. I only have a windows desktop. I do have a friend with another Mac if there’s another way around it.
Ok so it did the internet recovery icon but then just booted in normal recovery mode with the same server issue.
This is what you have to do: If your Mac starts up to a circle with a line through it - Apple Support
Note #4 at the bottom. But your Mac is 13 years old and obsolete ... no longer supported.
