Every time I update my iPhone 13 all of the data that I've deleted gets restored

everytime i update my iphone 13 all of the data and pictures and contacts and text messages from the previous ios's all get restored back onto my phone even though it says that its been updated to the latest ios. when i download the update and then it reboots to install it, it does so as it should, but then before it reboots again after it updates, it does a second and sometimes a third install process and then it reboots at which point all of my data from the previous ios versions have been restored and my most recent contacts and text messages have disappeared. im on the latest ios 16.5 and i alway update when theyre released, so what am i doing wrong?


-to be a little more clear, when i say my data has been restored, i mean pictures/videos that ive permanently deleted as well as contacts and text messages including contacts from an android device from years ago.im not quite sure what to think of that. ive NEVER logged into an apple account on my phone, so there is no possibility of a back up being restored or something. i dont quite know how to fix this, or where to start

this recently happened to me with the 17.2.1 update on my iPhone 14. This is concerning considering apple states that data is permanently deleted. where is this data being restored from and why is this happening? And how do we prevent it from happening again? how do we know our data is permanently deleted?
