Camera is missing from Settings list
When I go into ‘Settings’ on my iPhone 11, I don’t have ‘Camera’ on the list.
I can’t change any camera settings. Where do I find ‘Camera’?

Please make sure Camera is turned on in ScreenTime. To check this, please go to: Settings > Screen Time > Content & Privacy Restrictions > Allowed Apps. Now, please make sure that the switch next to Camera is turned ON.

Is your phone managed by a business or school with MDM (Mobile Device Management), or does your phone have a work or school email account? In either case, the IT department can control many security settings on your phone, including disabling the camera.
Go to Settings/Screen Time/Allowed Apps and check the setting for Camera.
Sorry, that doesn’t do anything. It’s still not there.

A device of mine is managed by a MDM. The camera shows (or doesn’t show) just the OP described it. So I think this is probable.
