why all photos are on iCloud but they still occupy storage on iPhone?

Go to Settings > Apple ID > iCloud > Photos and make sure ‘Optimize iPhone Storage’ is selected. If ‘Download and keep Originals’ is selected, you will have full size pictures/videos on your phone and in iCloud.
